The House of Peoples’ Representatives (HPR) endorsed a draft proclamation which regulates the establishment, development, operation, management and regulation of industrial parks all over the country on Tuesday, March 31, 2015.
After it was referred to the Industry Affairs Standing Committee, the House approved the bill unanimously with no major alterations to its provision form, including MPs’ suggestions at the first deliberation.
When the bill was presented for discussions in advance, member of the Parliament has raised concerns on specific provision of the bill that stipulates accessing of land by the industrial park administrator and developers and constitutional issues with regards to regional states exclusive right to administer their own land.
The Committee has guaranteed the House the concern of the MPs is addressed.
The Committee has stated in its report that the bill is helpful to fill the existing legal gaps in the industrial park development laws. It will also be of assistance in attracting more foreign investment, besides promoting the domestic manufacturing subsector.
